How To Make Fish Bowl Rice Krispie Treats
Combine the mini marshmallows and butter in a large, microwave safe bowl. Heat for 2 minutes, remove the bowl and stir to mix. Return the bowl to the microwave and cook for an additional minute, stirring to mix after cooking.

Add the rice cereal to the bowl and stir until well combined.

Spray a mini muffin pan with nonstick cooking spray and use an ice cream scoop to scoop the cereal mixture into the pan.

Place a piece of plastic wrap over the top of the cereal mixture and lightly press it into each cup.
Allow to cool completely, around 1 hour.
Add the blue food coloring to the white icing and stir until well mixed.

Spread the icing in an even layer on top of each treat.

Sprinkle the Fruity Pebbles along the bottom half of each treat.

Place two Goldfish on top of each cookie, swimming across the top of the Fruity Pebbles.
